Raeli is under the care of her father. Her mother is mentally ill. In 2009, Raeli’s mother disappeared and abandoned the family. Since this time no one has seen her or knows of her wherabouts. Raeli’s father does not have consistent employment and it is very difficult for him to provide holistic care for Raeli. She is often left alone for long periods of time while her father looks for work. This leaves her in a vulnerable and unsafe situation.
